BY Chiu, 55, a father of three, is a retired senior superintendent of the Hong Kong Custom and Excise Department (HKCED). BY had been serving in the public sector since he joined the HKCED as an Inspector in 1981. In his late career life, BY was seconded to Aviation Security Company Limited as the Assistant Executive Director for 4 years. Seeing his interest in Law in his early 30s, BY studied Laws in the City University of Hong Kong on a part-time basis and was called to the Bar in 1996. After retiring from the HKCED in 2012, BY chose to pursue his dream of being a barrister.

During his free time, BY likes to go hiking and serves as a hiking leader for his church. Speaking of nurturing the next generation, BY firmly believes in the Confucian idea of youjiao wulei 有教無類. He believes anyone with determination and diligence will succeed irrespective of his or her age, background and intelligence.
